Duties

  • Provide legal counsel to public entities, including cities, districts, and governmental bodies

  • Draft, review, and negotiate contracts, franchise agreements, and procurement documents

  • Advise clients on public bidding, prevailing wage compliance, and Prop. 218 matters

  • Counsel clients on transparency and compliance laws such as the Brown Act and Public Records Act

  • Analyze and advise on conflict of interest laws and election-related legal matters

  • Prepare legal memoranda, ordinances, and staff reports

  • Represent agencies at public meetings and hearings as needed

Requirements

  • 3–7 years of legal experience in municipal or public agency law

  • Demonstrated ability to manage complex legal projects in a high-pressure environment

  • Strong communication skills for interaction with public officials and agency staff

  • Proficiency in drafting legal documents and presenting legal opinions

Education

  • Juris Doctor (J.D.) degree from an accredited law school

Certifications

  • Active license to practice law in the state of California

Skills

  • In-depth knowledge of public bidding, contracting, and procurement processes

  • Familiarity with Prop. 218, prevailing wage law, and franchise agreements

  • Working understanding of the Brown Act, Public Records Act, and election laws

  • Effective legal research, writing, and analytical skills
