Experienced Eminent Domain Trial Lawyer Lee Silverman Joins Ballard Spahr

Lee C. Silverman—a longtime senior litigator at the Pennsylvania Department of Transportation—has joined Ballard Spahr in the firm’s Philadelphia office, firm Chair Mark Stewart announced today.

Mr. Silverman will be of counsel in Ballard Spahr’s Litigation Department and Real Estate and Construction Litigation Group. With decades of experience in eminent domain and related land use litigation, he will also be a member of the firm’s Eminent Domain practice—a growing area of focus for Ballard Spahr in Pennsylvania and nationally. Mr. Silverman’s nearly three decades at PennDOT include serving the past 15 years as Assistant Chief Counsel.

During nearly 30 years at PennDOT, Mr. Silverman represented the Commonwealth of Pennsylvania in more than a thousand hearings, including trials with tens of millions of dollars at stake. He has wide-ranging experience at the administrative, trial, and appellate levels in matters involving real property, equity, public utilities, and transportation safety. As supervising attorney for PennDOT’s Southeastern Regional Office, Office of Chief Counsel, he led legal teams on matters with statewide impact, including complex and unusual cases.

Mr. Silverman’s trial experience includes numerous eminent domain cases, including a jury verdict for millions below the state Board of Viewers award for the acquisition of more than six miles of established railroad corridor. Mr. Silverman has significant experience supervising legal teams and corresponding on legal issues with public agency and government officials, elected representatives, and private individuals and entities.
