Former Administrative Patent Judge at USPTO Jessica Kaiser Joins Arnold & Porter’s Intellectual Property Practice

Arnold & Porter announced today that Jessica Kaiser, former Lead Administrative Patent Judge at the United States Patent and Trademark Office (USPTO), has joined the firm’s Intellectual Property practice as a partner, resident in Denver.

Matt Wolf, co-chair of Arnold & Porter’s Intellectual Property practice group, said: “Jessica is a widely-respected practitioner with a breadth of experience resolving patent litigation disputes. Her judicial acumen, combined with her technical knowledge of PTAB nuances and policy, offers unique patent expertise for our clients in the nation’s most significant patent jurisdictions.”

Tim Macdonald, head of Arnold & Porter’s Denver office, added: “Jessica’s knowledge of the life sciences and technology sectors, combined with her judicial experience and record of public service, will bolster the firm’s IP litigation capabilities and its footprint in the Denver legal market.”

During her post as Lead Administrative Patent Judge at the USPTO, Ms. Kaiser has managed and decided numerous cases before the Patent Trial and Appeal Board (PTAB), including both America Invents Act (AIA) trials ex parte appeals involving the original prosecution of patents. She has significant experience with the implementation of agency policy and PTAB reforms, including agency rulemaking, a pilot program for motions to amend patent claims during AIA trials, PTAB statistics, and remote hearing operations.

Ms. Kaiser earned her JD from Chicago-Kent College of Law, Illinois Institute of Technology, and clerked on the US Court of Appeals for the Federal Circuit in Washington, DC, as well as for the Honorable Joan B. Gottschall at the US District Court for the Northern District of Illinois. She received her BS in Metallurgical and Materials Engineering from the Colorado School of Mines.
