New Counsel Bolsters BCLP’s International Trade Practice

New Counsel Bolsters BCLP’s International Trade Practice

International law firm Bryan Cave Leighton Paisner (BCLP) today announced that experienced international trade attorney Russell Semmel has joined the firm as counsel. Based in BCLP’s New York office, he joins as a member of the firm’s global International Trade Practice.

Semmel has more than a decade of experience counseling members of the trade community on U.S. customs and international trade law and policy. He advises importers on matters of tariff classification and valuation; free trade agreements and preference programs; country of origin and marking; drawback; seizures and forfeitures; civil customs penalties; antidumping and countervailing duties; and other laws and regulations enforced by U.S. Customs and Border Protection (CBP), the U.S. Trade Representative (USTR), the Department of Commerce and the International Trade Commission (ITC).

He regularly represents parties in audits, protests, hearings and other administrative proceedings before such agencies, and in litigation before the U.S. Court of International Trade (CIT), Court of Appeals for the Federal Circuit and federal district courts. Of recent note, he has helped clients successfully navigate Sections 201, 232 and 301 special tariffs and the United States-Mexico-Canada Agreement (USMCA).
