Nixon Peabody adds New York State Department of Health attorney to Health Care practice in Albany

Albany, NY. Nixon Peabody is expanding its nationally ranked Health Care practice with the addition of Justin Pfeiffer as counsel in the firm’s Albany office.

Justin has more than 13 years of experience in New York State government, serving for the past 6 years as Director of the New York State Department of Health’s Bureau of Program Counsel. In this role, he resolved high-profile legal matters including but not limited to: health care oversight and surveillance, public health, and the state’s multibillion-dollar Medicaid program. Justin also provided counsel to the Governor’s Office and Executive Staff on other high priority issues and represented the agency at annual state budget negotiations.

“Justin has a deep understanding of New York State’s regulatory, budgetary, and legislative process,” said Andrew Rose, Nixon Peabody’s Albany office managing partner. “He was known throughout the state government as a trusted legal advisor and strategist, and we look forward to introducing him to our clients.”

Justin worked in a wide variety of areas spanning the breadth of the Department of Health’s regulatory jurisdiction, from hospitals to water quality, nursing homes to school-based health centers, and Medicaid to medical marijuana. During the pandemic, he provided oversight over most of the legal work related to the agency’s COVID-19 response.

“Many areas of the health care industry have shifted as a result of the pandemic—from health systems to health care providers and medical marijuana—and Justin has been at the forefront of nearly all of it,” said Peter Egan, leader of Nixon Peabody’s national Health Care practice. “Justin’s full-spectrum view during his tenure at the Department of Health will be an asset to our clients.”

Justin attended Cornell Law School, and he earned an M.S. in International Relations from Troy State University and a B.S. in General Engineering from Harvey Mudd College.
