Wiley Welcomes Senior EPA Career Official Charlotte Bertrand to Environment & Product Regulation Practice
Wiley is pleased to announce that senior U.S. Environmental Protection Agency (EPA) career official Charlotte Bertrand has joined the firm’s Environment & Product Regulation Practice as a senior policy advisor. Ms. Bertrand has held several senior leadership positions at the EPA including serving as Associate Deputy Administrator for Programs in the EPA’s Office of the Administrator, one of the most senior career (non-political appointee) positions in the Agency. During her distinguished tenure with the agency, Ms. Bertrand’s high-level positions have been with the Office of Chemical Safety and Pollution Prevention, the Office of Water, the Office of Land and Emergency Management, and the Office of the Administrator.

While at EPA, Ms. Bertrand provided leadership and substantive expertise on several fronts, including policy direction for implementing the significant changes in responsibilities and authorities in the 2016 amendments to the Toxic Substances Control Act (TSCA). Serving in multiple roles at EPA over two decades, Ms. Bertrand developed considerable expertise in conducting, analyzing, and managing the highly technical scientific assessments that underlie many EPA programs and regulations. She has extensive experience with major statutes related to air, waste, water, chemicals, pesticides, and land remediation.
Ms. Bertrand has an M.S. in Environmental Sciences and Policy from the Johns Hopkins University, and an M.S. in Safety Engineering and a B.S. in Industrial Engineering from Texas A&M University.
