Curtis Adds Environmental Chair in New York

Curtis, Mallet-Prevost, Colt & Mosle LLP announced a new environmental chair in the New York office. Charles B. Howland is joining the firm as a partner in July.

Howland has 33-years of experience with the U.S. Environmental Protection Agency, in private practice, in-house and in academia. His most current position is special assignment as Senior Counsel in EPA’s Office of Enforcement and Compliance Assurance. Prior to that, he was Senior Assistant Regional Counsel in EPA Region III. During his time at the OECA, he helped develop strategies to implement Superfund Task Force reforms. Specifically, in Region III, Howland supported enforcement actions and counseled staff under RCRA, EPCRA, CERCLA, and the Clean Air Act’s facility risk management program.

Howland currently teaches the course “Navigating the Regulatory State: Law, Science and Policy” at the University of Pennsylvania Law School. He also co-teaches energy law at Villanova University’s Charles Widger School of Law.

Howland earned his J.D. from Villanova University School of Law and his B.A. from Cornell University. He also completed programs at Harvard University’s JFK School of Government Executive Program for Environmental Economics and the U.S. Department of Energy Renewable Energy Laboratory’s Energy Executive Leadership Institute.
