Arthur Cooley and Louis Crowley established the firm in 1920 in San Francisco, California. Cooley LLP established Draper, Gaither and Anderson in 1958, which was the first venture capital partnership organized on the West Coast. The firm played a role in the formation of several prominent companies such as Raychem and National Semiconductor in the 1950s. In 1971, the firm represented Disney in the landmark case of Walt Disney Productions v. Air Pirates. During the early 1980s, Cooley LLP took Genentech and Amgen public. The firm relocated its offices from San Francisco to Palo Alto in the late 1980s. In 1989, the firm facilitated the IPO of Qualcomm. In 2006, Cooley LLP merged with Kronish Lieb Weiner & Hellman and was referred to by The New York Times as a "Leading Silicon Valley law firm."

The firm's presence is felt globally, with offices located in ten cities in the United States, London, Shanghai, Beijing, Brussels, and Singapore. Cooley LLP established its first European office in London in January 2015, creating a 55-lawyer practice. The office is led by Justin Stock, who previously served as the head of the corporate department at Morrison & Foerster's London office. Its lawyers were hired from the London offices of Morrison & Foerster and Edwards Wildman Palmer. In 2018, the firm launched its Beijing office.
