The law firm was formed in January 2005 with the merger of Lowerre & Kelly and Frederick-Law. It incorporated in 2014, and Richard Lowerre moved to an "of counsel" position. The firm's initial partners, Richard Lowerre and David Frederick, have practiced environmental law as principals in various firms ? generally, together ? for over twenty-five years. These firms have represented many local governments, landowners, citizen groups and others before state and federal courts, both at the trial and appellate levels, and have represented clients before state and federal regulatory agencies (e.g., EPA, Texas Commission on Environmental Quality ("TCEQ"), Railroad Commission, Department of State Health Services, and Public Utility Commission). The firm also represents clients before the Texas Legislature.

The firm presently consists of six attorneys. The firm represents clients regarding: water rights; air and water pollution; land use and subdivision control; hazardous, radioactive, and municipal solid waste; fish, wildlife, and endangered species; and water and electrical utilities.

The firm's attorneys bring to clients the benefits of diverse backgrounds. David Frederick has a degree in electrical engineering, Richard Lowerre has two degrees in chemical engineering, and Eric Allmon has a degree in civil engineering. Mr. Lowerre has served on the staff of the National Academy of Sciences, the Texas Attorney General and Texas Department of Agriculture. David Frederick has been counsel for a legislative committee, a state prosecutor and has directed university research on electric power and environmental issues.

Brad Rockwell worked as a briefing and staff attorney with two Texas Supreme Court Justices, and Marisa Perales has four years' experience as a briefing attorney for the Third Court of Appeals in Austin. Both Ms. Perales and Eric Allmon have also worked for the Texas Commission on Environmental Quality or its predecessor. Lauren Ice has extensive experience working with non-profit organizations and advocacy groups on local and statewide environmental policy.

The firm also employs a number of legal assistants who assist the lawyers and clients.
