Richard Hale Pratt was born in Philadelphia, Pennsylvania on December 18, 1950. He was admitted to the Pennsylvania Bar in 1977, The United States Supreme Court in 1984, and the U.S. District Court in 1989. He attended Franklin & Marshal College (B.A., 1972) and John Marshall Law School (J.D. 1977). He served as Law Clerk To Honorable Edmund V. Ludwig, Court of Common Pleas, Bucks County, 1977, Assistant Public Defender, Bucks County, Pennsylvania, 1977-1978 and Solicitor to the Bucks County Controller's Office, 1984-1986. He is member of the Bucks County, Pennsylvania and American Bar Associations as well as the Association of Trial Lawyers of America and the Pennsylvania Trial Lawyers Association.
