The firm was founded in 1977 when the original partners, which included Charles D. Hollman, assumed the Westminster offices of a Baltimore law firm. In the early years following its formation, the firm acted as general counsel to the largest municipality in Carroll County, and focused on municipal law together with an administrative, zoning and general business practice.In 1987, John T. Maguire joined the firm to meet the needs of an expanding zoning, real estate and municipal government practice. Richard R. Titus joined the firm in 1994 to practice primarily in the areas of zoning, real estate, general civil litigation and municipal government law. Peter J. Korzenewski joined the firm in 2003 to handle cases involving personal injury, criminal law and commercial litigation. Matthew G. Luzuriaga joined the firm in 2009 to focus on civil litigation, criminal law, domestic relations, and business/corporate law.
