ECR was founded in 1969 by Frank T. Eck and Thomas P. Collins, in Richmond, VA. They led the firm for 40 years until Philip W. Richardson joined and became the principal of the firm. Mr. Richardson has since brought on several firm staff members, opened branches in Orlando, FL and Charleston, SC, and expanded the firms services to include land trusts, escrow, and several forms of business licensing.
