Round Rock office of our client seeks associate attorney with 3+ years of experience that encompasses a wide range of municipal law. The candidate will serve in transactional of: contracts, leases, easements, municipal ordinances and resolutions; complex legal research; analyze and prepare formal legal opinions in response to proposals, questions and issues raised by the municipal clients. Will review and provide interpretation and opinions relating to legislation and case law directly or indirectly affecting all aspects related to municipal clients. Research and analyze legal issues and determine what the law is by reviewing status, regulations, cases, legal treatises, law reviews, and other legal research tools using both books and publications, internet, and e-legal services. Negotiates, drafts and reviews contract documents involving various areas of law including construction, procurement of basic goods and services, professional services, procurement of high technology goods and services, interlocal agreements, grant funding agreements, and sole source purchases. Must be familiar with laws regarding bid solicitation, contract award and other aspects of municipal purchasing. Prepares resolutions and ordinances; renders legal advice in other aspects of municipal law by written memos and briefs, including matters involving civil service law under Chapter 143, Local Government Code. Municipal Court work involving: prosecuting violations of city ordinances or statutory misdemeanor violations within the jurisdiction of the Municipal Court; reviewing docket and related paperwork; interpreting and applying the law; performing duties according to established court procedures; jury trials and trials before the judge; and interviewing officers regarding reconciliation of traffic stops or offenses. Should have working knowledge of State and Federal laws affecting municipalities including but not limited to the Texas Tort Claims Act; employment laws affecting Civil Service/Non Civil Service employees; zoning and land use; Public Information Act and Open Meetings Act; and Constitutional laws affecting issues as free speech, due process, equal protection and rights of religious institutions. Must have knowledge of Code of Criminal Procedure, ordinances, statutes, trial and courtroom procedures. Must have knowledge of municipal court procedures, the geographic make-up of the City, the Code of Criminal Procedure, the Penal Code, traffic laws and City ordinances. Should be licensed to practice law in the State of Texas. Must be a Member in good standing with the State Bar of Texas. Experience with contract administration; right of way, real estate transactions and eminent domain a plus. Knowledge of the laws directly or indirectly affecting city government, including State and Federal employment laws and State civil service law is essential.

The candidate should have Doctorate of Jurisprudence from accredited law school. Must have an advanced and highly effective analytical, organization, verbal and written communications skills. Ability to interpret codes, ordinances, statutes and legislation is essential. Ability to draft effective ordinances, pleadings and legal documents is needed. Must have strong computer skills, keen attention to detail, strong writing skills. Must be able to work alone concentrating on tasks that require tight timelines.
