Gaming Industry Pro Holly Eicher Joins Blank Rome as Of Counsel

Blank Rome LLP is pleased to announce that Holly L. Eicher has joined the Firm’s Philadelphia and Princeton offices as Of Counsel in the Corporate Litigation and Gaming groups. She joins Blank Rome from American Racing and Entertainment, LLC, where she served as regional director of compliance and legal counsel.

Holly has more than 20 years of legal and operational management experience in the gaming and hospitality industries, including handling legal, regulatory, and operational issues involving casinos, hotels, restaurants, retail, and entertainment venues. She focuses her practice on providing compliance counsel for domestic and multinational corporations, both privately held and publicly traded, as well as government agencies. She has significant experience with regulatory compliance; government relations; the filing of individual, entity, and vendor licensing applications with gaming agencies in multiple jurisdictions; contracts drafting and negotiation; drafting and revisions of internal controls; drafting and negotiating management and development agreements for both domestic and international casino-hotel projects; establishing Title 31 anti-money laundering programs; negotiation of construction project contracts; and complex construction mediation and arbitration. She has also handled various matters involving labor relations; employment discrimination; union certification and collective bargaining; risk management; workers compensation; personal injury; real estate; and general litigation.

During her career, Holly has served as corporate counsel, general counsel, and chief compliance officer for multiple casino-hotels, including Sands Bethlehem Casino-Resort, Hard Rock International, and American Racing & Entertainment, and has been involved in four casino-hotel openings, from construction through operations and expansions. She also served as deputy attorney general for the State of Nevada where she was responsible for statutory and regulatory compliance and litigation matters and represented multiple state regulatory bodies as board counsel, including the Eighth Judicial District Court, Nevada Department of Corrections, Labor Commissioner; Employee-Management Relations Board; Apprenticeship Council; Board of Examiners for Long-Term Care Administrators; and the Taxicab Authority. Additionally, Holly has experience as a gaming and hospitality consultant for a major accounting firm.

Admitted to practice in Pennsylvania, New Jersey, and Nevada, Holly has also held key employee gaming licenses in Pennsylvania and New York, as well as lottery and racing commission licenses in New York. Holly earned her J.D. from Duquesne University School of Law and received both her M.B.A. and her B.S. in Business Management from Franciscan University.
