Former acting director of the U.S. Environmental Protection Agency’s Special Litigation and Projects Division in the Office of Civil Enforcement, Andrew Stewart, has come aboard the Vinson & Elkins LLP team as of counsel.

With his 20 years of experience in EPA litigation, policies, and enforcement practice, Stewart is more than just an environmental lawyer. He carries extensive knowledge on the Clean Air Act, Clean Water Act and Resource Conservation and Recovery Act. Michael Charness, Managing Partner of the Washington D.C. office, is excited to use Stewart’s expertise, “We are confident that the insight Andrew gleaned over the course of his career with EPA will enhance V&E’s national environmental practice. Since starting work in the Water Enforcement Division at the EPA in 2003, Stewart has also served as the Chief of the Litigation and Audit Policy Branch of EPA’s Special Litigation and Projects Division before being appointed as the acting director. In this position he oversaw things like the division’s enforcement actions and litigation while working with EPA regional offices, state agencies, and the Department of Justice.

He has also worked as a senior associate for Latham & Watkins in their Environment, Land & Resources Department. Stewart earned his Bachelor's from Duke University and his J.D. from the University of Virginia School of Law. He completed a clerkship with a federal district court judge in Maryland after graduating from law school.
